MBRT believes
that measurement must count for something and teaching must have results.
MBRT believes
that a system built on high standards requires consequences based on demonstrated
performance.
MBRT believes
that school boards and school systems must be ready to reward and
support schools that take effective initiative, help those struggling
to meet new standards, and make fundamental changes in schools that
are not improving.
MBRT believes
that student performance data should be regularly reported in formats easily understood by
